The State Department of Administration will not be mandating a change to broadbanding and competency-based pay for State agencies. They plan to introduce legislation which allows designated State departments the discretion to convert to broadbanding if they desire. Broadbanding is a method of reducing the current 25-grade classification system to 9 grades, significantly expanding the salary ranges of each grade. Competency-based pay increases may then be used to increase an employee's salary within the broader salary range. The Montana University System has the authority to negotiate with MPEA, and other appropriate unions, the implementation of broadbanding, competency-based pay, or some other method of salary increases.
